FHWA’s CMAQ Toolkit is an online collection of strategies, case studies, and reference materials that helps transportation agencies use Congestion Mitigation and Air Quality (CMAQ) Program funds effectively. Organized by project type—such as transit improvements, travel demand management, freight and diesel strategies, bicycle and pedestrian projects, traffic flow improvements, and alternative fuels—it describes how each strategy works, its air quality and congestion benefits, typical costs, and implementation considerations. CalEnviroScreen, developed by California’s Office of Environmental Health Hazard Assessment (OEHHA), is a screening tool that scores and ranks census tracts across the state based on cumulative pollution burdens and population vulnerabilities. It combines data on pollution sources and exposures (air pollution, hazardous sites, traffic, drinking water, etc.) with sensitive population and socioeconomic indicators (e.g., asthma ER visits, cardiovascular disease, poverty, linguistic isolation) to identify communities that are disproportionately burdened by multiple environmental and social stressors.

EPA’s COBRA (Co-Benefits Risk Assessment) Health Impacts Screening and Mapping Tool estimates how changes in air emissions—especially from energy and climate policies—affect air pollution levels, health outcomes, and related economic benefits across U.S. counties. Users can input emissions changes or select built-in scenarios, and COBRA uses reduced-form air quality modeling plus health impact and valuation functions to produce quick, screening-level estimates of avoided deaths, illnesses, and monetized health benefits, along with maps and tables for communication and planning.
The HARP Air Dispersion Modeling and Risk Tool, developed by the California Air Resources Board, is Windows-based software that allows users to run air dispersion models and calculate associated health risks from toxic air pollutants. Used primarily in the state’s Hot Spots Analysis & Reporting Program, it integrates modeled concentration outputs with built?in health effect values and demographic data (including a dedicated census database and health database) to support standardized health risk assessments for stationary emission sources in California.
CalEEMod (California Emissions Estimator Model) is a free, statewide land use emissions calculator used to estimate air pollutant and greenhouse gas emissions from development projects in California. It allows planners, consultants, and agencies to input project characteristics (like land use type, size, construction schedule, and operations) and then uses built?in emission factors and default assumptions to quantify construction and operational emissions (e.g., vehicle trips, energy use, area sources).
